Survey No. 1 entitled, Paris 2015: Lessons from the Copenhagen Experience, asked the ERG to comment on the current state of international and EU climate policy as well as various aspects of a possible December Paris Agreement. Experts also reflected on how circumstances have changed since Copenhagen in 2009.

Key insights include:

  • High confidence in EU climate policy, less confidence in humankind’s response to climate change as a whole
  • Two degrees outlook: Business & Government marginally less optimistic than Researchers/NGOs
  • Copenhagen was largely seen as a "failure", but global context has changed since 2009, most importantly through advances in technology and progress in national climate policy
  • A Paris Agreement is likely but legally binding mitigation pledges less so.
